SpongeBob was created by Stephen Hillenburg. Stephen spent a good chunk of the 80s teaching marine biology to Orange County, California kids. While conducting his wet science classes, he decided to flex his art muscles too. He created a little comic called The Intertidal Zone that featured many talking sea creatures aiming to help teach the little kids more about underwater life. One of the characters was Bob, the sponge.
